Background:

U.S. Department of Homeland Security (DHS)/ U.S. Customs and Border Protection (CBP) will support the International X-Ray Interdiction Training (IXIT) in Laredo, TX, USA, April 27–May 1, 2020. The training is designed for customs or other agency representatives who are assigned to operate and maintain X-ray vans or other X-ray systems used in cargo or baggage examinations.  The participants should have primary responsibility for using x-ray systems and should be knowledgeable of the operational and maintenance requirements of this equipment. This training is under basic enforcement category. U.S. Embassy Dushanbe Export Control and Related Border Security (EXBS) Program will support participation of ten officials from Tajikistan Customs Service in this training.

Course Description:

IXIT course details various related topics, including cargo targeting and examination techniques for vehicles and containers, secondary inspections, land cargo documents, and vehicle searches.  The number of participants is limited to maximize interactive discussion in the classroom and during the practical exercises to allow the CBP training team to share knowledge and lessons learned on the various X-ray systems available at this port.

IXIT will share CBP inspectional techniques and methodologies with foreign counterpart law enforcement agencies in an effort to further the fight against global terrorism. This course is to train user and technician level personnel in the effective use of X-ray systems so that they can more effectively target, locate, and interdict contraband.  The course explains and demonstrates the differences in current X-ray systems and the most effective uses of each in identifying anomalies.  Specifically, the course highlights the capabilities of fixed site X-ray systems versus mobile systems.   Additionally, detailed discussion regarding the different images produced by the various equipment and their available energy sources provides users and future users with important information on which technology is best for their border security needs.

Five official delegates from Tajikistan Customs Service and four officials from Kyrgyzstan Customs Service, who are assigned to operate and maintain X-ray vans or other X-ray systems used in cargo or baggage examinations, will participate in IXIT.

Tasks for Interpreters:

Two Interpreters will be hired to provide consecutive interpretation for Tajikistan and Kyrgyzstan officials from English to Russian and vice versa during travel to the USA, training, social and cultural activities. Interpreters must accompany the Tajik and Kyrgyz delegations during non-training hours, shopping tours and weekends, therefore Interpreters preferably should know the shopping settings in the USA, i.e. what is sold where.

Experience and requirements:

  • Interpreters must possess international passport valid for at least six months beyond the intended stay in the United States, (e.g. the training dates are April 27-May 1, 2020, and your passport must be valid at least through December 2020);
  • Interpreters should have experience with  X-ray systems, customs terminologies or similar fields;
  • Fluent spoken and written English and Russian;
  • Interpreters should have good communication and interpersonal skills, as well as exposure in multicultural environment, preferably in US settings. Ability to communicate with or handle the high-level government officials;
  • Effective team-player, knowledge sharing and building effective relationships;
  • Interpreters must return home-country upon completion of training (if hired from Dushanbe);
  • Upon final selection and approval, Interpreters must complete necessary visa form DS-160, make visa appointment, pay the visa application fee USD 160 and attend the visa interview. The visa application fee USD 160 will be reimbursed upon return to home country and submission of invoice.

Administrative Costs:

U.S. Embassy Dushanbe will cover economic two-way air fare to/from USA to home country, travel insurance, accommodation, basic meals and incidental expenses, and visa fees of Interpreters.

Interpreters should quote the service rate in US Dollars per day for five-days training in the USA.

The Embassy of the United States of America will hold a disposal sale of furniture, appliances, generators, used auto parts, used plumbing materials and metal bases for warehouse shelving. The auction will be held at 7 Narzikulova str. (opposite to school # 20). The closed-bid sale will be held Saturday, September 21st from 08:00 to 14:00. Participants must present an official ID, such as a passport, and be prepared to pay a 500 TJS deposit in order to bid. Scope of Work for Procurement and Installation of Well-pump

U.S. Embassy Dushanbe requires procurement and installation of new well-pump ЭЦВ-10/110 (140) or equivalent for pumping water from deep-well located at Embassy compound at 109A Ismoili Somoni Avenue, Dushanbe.

Wellpump specifications:

  • Nominal capacity 10 м3/hour, nominal feed 110 (140) meter;
  • Submersible pump made of stainless steel material;
  • Outlet diameter – 80 mm;
  • Total head lift must not be less than 110 (140) m;
  • Electric range 380 Volts, 3 phase;
  • Minimum pressure not less than 10.5 (14) bar;
  • Required quantity of pump – 1 set.

Replacement of casing pipes:

  • All old casing pipes with length of 110 meter must be replaced with new steel pipes of Russian production connected with flanges. Pipe diameter 57 mm, wall thickness 4.0 mm.
  • All old flanges must be replaced with new steel flanges and have rubber seal.

Quotations should include all costs related to this project, including cleaning the sand and mud before installing the new pump and removal of construction debris upon project completion.
