C5+1 Programming

The United States is devoting over $100 million in assistance and engaging in over 40 programs in the C5+1 format in 2023.  This program summary includes multi-year programs active in 2023 that invite participation from all C5 countries. 

C5+1 economic programs advance C5+1 strategic objectives on trade, investment, women’s economic security, regional connectivity, and expanding global ties.

Energy and Environment
Regional programs support government, private sector, and academic experts as they address C5+1 priorities on energy security and unlock the economic benefits of regional energy trade.  C5+1 programs also improve regional air quality and address the vulnerabilities of Central Asian economies’ water, energy, and food sectors to climate change.  Through the C5+1 energy and environment working group, Central Asian officials work with U.S. government experts on climate change mitigation and access resources to support climate change adaptation.

C5+1 programs are developing the region’s ability to secure its borders and increase information-sharing through the provision of training, mentoring, and equipment.  C5+1 security cooperation includes programs and trainings to enhance the region’s ability to counter narcotics, corruption, and terrorism, as well as promote safer migration, counter trafficking in persons, and reduce the threat of violent extremism in Central Asia.

In addition to programming across the three C5+1 working group pillars – economy, energy and environment, and security – regional C5+1 programs strengthen U.S.-Central Asian ties through a variety of academic exchanges and cultural programs.  The United States also values partnerships across Central Asia with cultural heritage professionals to preserve the region’s rich history and communicate its universal value to global audiences.
